Citizens Invited to Weigh In on Public Education

There is a movement to transform public education in Georgia and citizen input is needed to help develop a plan for change.

“A Vision for Public Education in Georgia,” an initiative created by the Georgia School Boards Association (GSBA) and the Georgia School Superintendents Association (GSSA), is the focus of eight community conservations that will be held throughout the state allowing citizens to voice their ideas about the transformation of public schools.

The closest location for Fayette County residents is the meeting scheduled at Henry County High School in McDonough on April 29 at 6:30 p.m. It will last approximately two and a half hours. There will be an introductory session to prepare participants for the discussion.

The success of the initiative requires the active participation of as many citizens as possible. More information can be found at www.visionforpubliced.org. The website also has links to follow the initiative on Facebook and Twitter.

Peachtree City Life

Pedestrians on Paths – Left or Right?

Peachtree City’s ordinance governing use of the paths indicates that “normal rules of the road apply” and that “slower traffic should keep right.” The City often receives questions about where pedestrians should be because many people have been taught to walk on the left side of roadways so they can see oncoming traffic, noting that many golf cart drivers and bicyclists do not give the mandatory audible signal when approaching pedestrians from behind.

Georgia law is a little ambiguous when it comes to pedestrians – it only stipulates that pedestrians should walk or stand on the left side, facing oncoming traffic, on two-laned roads, and the paths do not have two marked lanes.

Rather than create an additional rule to publicize and enforce, the City encourages walkers to keep to the edge of the pavement, right or left, to leave room for bicycles and golf carts. Golf cart drivers and bicyclists are also reminded that, when approaching a pedestrian from behind on the paths, an audible signal is required - horn, bell, or a cheery call of “on your left (or right)!” as you approach.

Good News – CSX Bridge Notice to Proceed!!

The City has received notice to proceed from the State for the CSX Bridge and tunnel approaches. The project will be going out to bid, with a September bid deadline. The Department of Transportation (DOT) will review the bids and then give authorization to Council to award the project.

Traffic Advisory – Waterwood Bend Closing August 24

Beginning August 24, Waterwood Bend will be closed at the southern intersection with Peachtree Parkway (south of Booth Middle School) for a stormwater construction project. Residents of the area should use the northern entrance from Peachtree Parkway for the duration of the project, which should be completed by the beginning of December.

Thefts from cars, garages – Police Department Reminders

On August 14th and 15th, between 10:00 pm and 9:00 am, numerous items were stolen from autos and garages in the Heritage Subdivision, located on Highway 74. There was no forced entry to any of the cars and garages (residents had left their cars and garages unlocked or open). Stolen items included radios, money, a laptop, GPS units, an IPod, wallets, and alcohol.

The Peachtree City Police Department wants to remind residents and visitors of the following tips:

Keep vehicles and homes locked.
Do not leave valuable items in vehicles.
Call the police if you see any suspicious activity, or hear suspicious noises.
Be aware of you surroundings. Thieves will watch areas and will target cars, homes, and people who make themselves easy victims. Keep this in mind when placing packages, purses or valuables in the car – keep them out of sight, or better yet, remember that . . .
The safest place for valuables is on your person or secured in your home.

“The Old Guy” Graduates with a Clayton State MBA

The first cohort of Clayton State University’s Masters in Business Administration (MBA) graduated on Saturday, May 9. Although all 31 MBA graduates accomplished a notable milestone, none were more notable than that of Fayetteville’s Ernest Coward, at the age of 74, the oldest student to earn a Clayton State MBA.

Long before joining the procession at the University’s spring Commencement ceremonies, Coward was a bit apprehensive about returning to school.

“All these people will be my grandchildren’s age,” he said at the time he matriculated into the first Clayton State MBA cohort. “And I’ll be the old guy.”

Actually, Coward’s history with Clayton State goes back to when the University was still a junior college, when he took courses in computer programming through the Division of Continuing Education.

“I’ve been coming here for years taking community courses,” Coward says.

After originally studying chemistry in Alabama more than 50 years ago, Coward decided to go into the service as the Korean War was ending. However, he promised his mother that he would go back to college.

“I got patriotic one weekend, and joined the Navy flight school,” he says. “I spent four years flying helicopters, and after I came out I joined the Air Force Reserve and flew for 12 years.”

Coward then continued his journey as a manufacturer, producing things like cosmetics, lingerie and gloves. After retired after 38 years in business.

“After I retired and did all the things I wanted to do, played all the golf I wanted to play, I decided that I needed to do something constructive,” he says. “Seven months after I retired I called Clayton State University to ask about the possibility of returning to school. The lady on the phone replied, `if you get me your transcripts you can start in two weeks!’”

As a result, Coward did not have time to back out. Initially he wanted pursue a chemistry degree, however, he learned that the University did not offer that degree. Undaunted, he turned to the School of Business.

“Between Dr. Jacob Chacko, dean of School of Business, and Dr. Michael Deis, director of the MBA program, and my personal instructor, I decided Clayton State University was the place to be,” he says.

Coward was surprised how his fellow MBA candidates migrated towards him, and how interested they were in his past experiences.

“So many of them wanted to hear about how things were many years ago, because I graduated from high school in 1952,” he says. “As you can see, I am no spring chicken.

“Getting back into the gear of things was challenging since I had been out of school for almost 40 years. Refreshing my memory, managing study time, and being ready for a test, those were somewhat challenging.”

However, since Coward had managed to keep up with technology, the University's laptop requirement didn’t hold him back.

“I grew up with computers. I came up during the time when you had to write your own software," he says. "I challenged myself to learn how to work a computer."

Following his graduation, Coward is a strong advocate for the University and the School of Business.

“This campus and professors are great. The School of Business is unbelievable!” he exclaims. “The University is full of professors who have world and academic experience. You get Ivy League schooling for an economical price.

“The most memorable moment for me is how I have been accepted. If Clayton State University offered a doctorate, I would keep going.”

A unit of the University System of Georgia, Clayton State University is an outstanding comprehensive metropolitan university located 15 miles southeast of downtown Atlanta.

Peachtree City: Developmental Services Closing from Noon – 1:00 p.m. beginning June 1

Following a reduction in staffing in Peachtree City’s Developmental Services Division, the offices will be closing from noon until 1:00 p.m. beginning on Monday, June 1.

The division includes the Planning and Zoning Department, Engineering, Stormwater, Building Department, Code Enforcement, and the Permits Office. This closure will also affect applicants coming to City Hall for Occupational Tax Certificates, which require zoning approval from the Planning Department.

Developmental Services offices are located on the lower level of City Hall, 153 Willowbend Road. Offices will be open from 8:00 a.m. until noon, and from 1:00 p.m. until 5:00.

Interim Developmental Services Director David Rast said, “Although we realize closing for the noon hour may cause a slight inconvenience for residents and builders who need to obtain permits, this decision will allow all the division staff to devote the maximum amount of time to their daily duties without having to cover lunch breaks.”

The division is operating at reduced staffing levels following a reduction-in-workforce approved at the April 2 City Council Meeting. This reduction was attributed to the City’s current and projected financial status and the limited number of residential , commercial and industrial applications being received due to the downturn in the economy. Although several builders at the City Council meeting expressed concern about reduced levels of service from the Building Department, Rast indicated it was their intent to provide the same level of services, albeit with a reduced workforce.

The City sent letters to all applicants with open permits explaining these changes and identifying which staff person would be assuming the duties of those whose positions were eliminated. Rast said they would also be posting notices to advise frequent visitors to the department of the adjusted operating hours.

Wondering About the Yellow Markers on the Peachtree City Paths?

Peachtree City Begins Effort to Help Navigation, Emergency Response on Path System

The City of Peachtree City’s hallmark feature is its 90–mile network of multi-use paths that connect the community. Most of the paths wind through beautiful wooded areas and between neighborhoods to connect residents with shopping, dining, education, recreation and business in the city. But how do you really know where you are on the path system? What do you do if you have an accident or want to report a problem on a path but don’t know what to call it?

The City recently started a new program to assist citizens, staff, and emergency response personnel to help navigate the path system. City staff is publishing a numbering system for each of the city’s paths. Additionally, small yellow markers are being placed in specific distances on each path to help users know what path they are on.

City I.T. Systems Administrator Matthew Robinson commented, “The markers show a path number, followed by two digits locating where they are in relation to the beginning of each section of path. Each of the markers is supposed to face north to help in setting direction. The markers are generally spaced every 520 feet (or every 1/10th of a mile) when space is available; shorter paths will have a marker placed in the centerpoint of the path or at a visible point along the path. The markers are also being GPS located, and the GPS locations will be available to both emergency response personnel and the general public.”

The cost of the 1,100 markers ($4,750) was funded through existing cart path maintenance funding in the 2008 budget, and markers are being put out through the City’s I.T./GIS Department and Public Works Department as time permits. Volunteer groups to assist in this effort are also being considered.

Robinson said, “We have a fairly good process in place, and we’ve made initial contact with Keep Peachtree City Beautiful in conjunction with the Adopt-A-Path program and Peachtree City’s CERT teams. We’re approaching the process slowly to ensure the markers are placed well and GPS located so we can make the information available to everyone through our mapping website.”

Citizens may track the status of the path marker project on the City’s maps website, maps.peachtree-city.org, winner of the 2008 ARC Create Community Award for Innovation in Technology.

The City is also finalizing the publication of new, accurate street and path maps that will be available in mid April. The new map will also show the path IDs for a majority of the city’s paths, and this information will be available to City staff as well.

“We encourage citizens to begin using the path IDs if they need to contact Public Works or call 911”, said Robinson. “By having an identification system, our hope is the City will be able to respond to citizen needs faster and more accurately, and we hope this will lead to a few less people wondering where they are on the path system.”

If you are interested in assisting with this project, the City asks that you contact Keep Peachtree City Beautiful at 770-632-3195 or the City’s Public Works Department at 770-487-5183 to sign up for the Adopt-A-Path program to help the City keep the path system clean and litter-free.

Local Employers to Participate in Second Annual Job Fair for Teens at Fayette County Public Library on Saturday, April 4

Spring is in the air, and many teenagers are starting to think about summer jobs. In these tough economic times, competition is fierce, and this year’s job search may be even more challenging than usual for young people just entering the world of work. The Fayette County Public Library is hosting its second annual Teen Job Fair on Saturday, April 4, from 2:00 until 4:00 p.m. The job fair is open to everyone between the ages of 15 and 18, and admission is free.

“We had a phenomenally successful job fair for teens last April, and hosting another one this year makes sense for everybody,” says public services librarian Christy Dyson, the teen activities coordinator at Fayette County Public Library. The Teen Job Fair provides an opportunity for job-hunting teenagers and area employers to meet in a relaxed and non-threatening atmosphere. Representatives from businesses looking to hire young people for the summer will have tables set up in the library meeting room. Participating employers will have job application forms ready to fill out, and will be prepared to conduct interviews with job seekers on the spot. Every teenager in attendance will be eligible to enter a drawing for one of two door prizes, courtesy of the Friends of the Fayette County Public Library.

Local businesses in attendance at the Teen Job Fair will include Bruster’s Ice Cream, Upscale Pizza, McDonalds, Chick-fil-A, Stevi B’s Pizza, Marble Slab Creamery, Smoothie King, Monkey Joe’s, and others. Job seekers aged 15-18 are encouraged to dress in business casual attire, put on their best attitudes, and show up at the library on April 4 between 2:00 and 4:00 to get a head start on their summer employment plans.

The Fayette County Public Library is located behind the Fayette County administration complex in downtown Fayetteville, at the southwest corner of Highways #85 and #54. For additional information about the Teen Job Fair, please contact the library at 770-461-8841 or visit online at http://www.fayettecountyga.gov/public_library.

Peachtree City Recycling Center Accepting Plastic and Glass, Saving Money

Beginning March 14, the Peachtree City residents will again be able to take plastics and glass at the Recycling Center at Highway 74 South and Rockaway Road. Both the Recycling Center and the recycling station at Public Works on McIntosh Trail w will begin accepting #1 and #2 plastic containers again. The Recycling Center will also begin accepting separated glass bottles. An agreement with Keep Peachtree City Beautiful (KPTCB) has allowed the City to reinstate both these recycling options at a savings to Peachtree City residents.

Recent decreases in the value of recyclables resulted in Public Works staff having to haul materials to the vendors for recycling. This cost an estimated $24,000 per year in labor and vehicles. Through an agreement negotiated by KPTCB, Jennings Trash Can Removal Company will deliver recycling bins at both the Rockaway Road center and the McIntosh Trail station and remove the recyclables at no charge. Any future revenue generated from the recyclables will be split with KPTCB. The City of Peachtree City will provide one part-time employee to work at the Recycling Center, and KPTC Beautiful will assist with staffing via volunteers in return for a $1,000 per year payment from the City.

City Manager Bernard McMullen said, “The arrangement with KPTCB is a perfect example of a public-private partnership allowing us to better serve our citizens.” McMullen continued, “We have had a lot of requests to reinstate plastics recycling at the center, and we have been able to accomplish that goal at a considerable savings to the taxpayers, thanks to KPTCB.”

In addition to the reintroduction of #1 and #2 plastics, as indicated inside the recycling symbol on the bottom of containers such as water bottles and milk cartons, the Recycling Center will also begin accepting separated clear, brown, and green glass for recycling. The center also accepts aluminum cans ONLY (no steel or tin cans at this time), mixed cardboard, newspapers and magazines, electronic waste, and yard trimmings. The Recycling Center is open on Wednesdays from 1:30 PM to 4:30 PM and on Saturdays from 8:30 AM to 4:30 PM.

The recycling station at the Public Works, which is open 24 hours per day, will accept #1 and #2 plastics, aluminum cans (no steel or tin), mixed cardboard, newspapers, and magazines.

Peachtree City Named BusinessWeek’s “Best Affordable Suburb” in Georgia

In March, BusinessWeek Magazine named Peachtree City as Georgia’s Best Affordable Suburb. The selection notes Peachtree City’s lakes and recreation amenities, along with our 90-mile network of multi-use paths and golf carts.

In choosing the best in each state, BusinessWeek focused on towns within 25 miles of each state’s largest city, featuring good schools, low crime, reasonable commutes, strong economies, and overall quality of life.

Peachtree City also ranked in the top 100 CNN/Money Magazine “Best Places to Live in the U.S.” in 2005 and 2007, was named as one of the “Best Places to Retire” by U.S. News and World Report in 2007 and by Retire Georgia in 2008, and was featured in Newmax Magazine’s “10 Great Places for Boomers” in 2009.

When we achieve this goal through our sports program, we demonstrate that Special Olympics has a unique value: to show the world that every person counts and that every person can be something good when we work together.

Fayette County Special Olympics invests in people with intellectual disabilities, helping them to develop athletic skills, while also promoting the abilities of the athletes off the field. When our athletes succeed, attitudes change, the community develops, health and self-esteem are built, and the eyes of the world are focused on all that is good and hopeful and positive. Athletes gain skills for employment, learn independent living skills, form relationships and help others understand their extraordinary capabilities despite health issues they experience daily. Twenty-three different sports are offered on the state-level for athletes to experience; Fayette County actively participates in 18 of those sports - ranging from badminton, swimming, soccer and gymnastics. Our athletes range in age from 8 years old to 61 years old!

Only through volunteers are we able to fulfill our mission in serving our athletes and continue to grow. The volunteers are dedicated to providing the highest quality programs and services to the athletes and serve as certified coaches, event staff, unified sports partners and fundraisers. The continuing success of the organization depends on the ongoing support of the community.
You can help these athletes in the Fayette County Special Olympics in various ways; by volunteering, coaching, donating or sponsoring an athlete or event.
